Governance economica europea e riforme negli ordinamenti degli Stati membri: spunti di comparazione

This paper analyzes the extent and intensity with which the European economic governance of the crisis has conditioned the adoption of relevant important reforms by the executives of Spain, Germany, France and Italy during the crisis. From a comparative perspective, it will be shown that, while the GIPSI States have generally implemented the recommendations issued by the European institutions, the core State and, among all, Germany, seem instead to have not significantly innovated their systems in the sense indicated by them, by virtue of the greater political weight of the latter. In particular, the indirect impact of these recommendations on social rights constitutionally guaranteed by the peripheral States of the Euro area will be analyzed. As a last point, the inconsistency with the Treaties of a part of the crisis European secondary legislation is highlighted, given particular consideration to the reverse qualified majority voting system in the Council.
